    Proposal Submission Reminders (Recently Revised):

    PLEASE NOTE THE FOLLOWING. THESE DEADLINES WILL BE STRICTLY ENFORCED. THE OURS IS NOT EMPOWERED TO GRANT EXCEPTIONS.

    OURS standard procedures require approvals on final budgets and project descriptions from department chairs and college deans prior to proposal submission. OURS and the Provost’s office require that final budgets and chair and dean approvals be received by OURS at least five (5) business days before the deadline (per Provost Welsh’s announcement in the Daily Digest).

    Proposals for which proper approvals are not obtained WILL NOT be submitted.

    Applicants can access the internal approval form at http://www2.towson.edu/research/resourcesforresearchers.asp. Please note that each department and college may have its own internal requirements regarding proposal review lead times; please check to be sure you are complying with your own unit’s procedures. Please be sure the form is completed accurately and fully signed before submitting it to the OURS.

    OURS requests notification of intent to submit at least two weeks prior to the agency deadline so that OURS staff can assist with application preparation and review. All proposals will require signature on behalf of the University, which entails careful review for terms and conditions, University financial, time, and other obligations, and compliance issues. Adequate lead time allows OURS to secure necessary approvals and provide appropriate administrative support on all proposal submissions.

    When submitting proposals via Grants.gov, please be aware that OURS maintains registration for the campus. Like with all proposals, applicants will need to notify and work with OURS in getting proposals submitted through the standard procedures referenced above. For Grants.gov submission, OURS must have the final complete proposal, with all required attachments, no later than 48 hours prior to the agency deadline. Due to the higher possibility of technical difficulties with this submission engine, the OURS cannot guarantee that proposals received later than 48 hours prior to the deadline will be submitted on time.



    Announcements from the Office of University Research Services

    Grant Financial Management Workshop: All you need to know about A-21 – Friday, April 27, 2012 10am to 1:00pm

The Office of University Research Services’ Post Award Office will hold a workshop on Office of Management and Budget (OMB) Circular A-21 on Friday, April 27th from 10:00 a.m. until 1:00 p.m. in the Administration Building, Room 120 (Office of Human Resources training room, first floor). Faculty and staff members who work with project funding awarded by external entities should plan to attend this informative session.  We will cover the federal cost principles by which universities are bound in expending federal funds and the ways in which Towson University complies with the principles.   

This session will be repeated several times throughout the year.

Lunch will be served and pre-registration is required. Please register by calling 4-2236 or email cgsrgrants@towson.edu by Monday, April 23 rd .

Change in Submission Criteria for IRB Applications

The Towson University Institutional Review Board for the Protection of Human Subjects in Research (IRB) now requires that submissions be typed and not handwritten. Any applications with handwritten information (other than the required signatures) will be returned to the applicants. This change in policy is to ensure that all information presented within applications is legible and unambiguous, to ensure clarity of the application and prevent delays in reviewing applications. This change is reflected in the application form, available online at the OURS website.

    Science to Achieve Results (STAR) Program

NCER’s Science to Achieve Results or STAR program funds research grants and graduate fellowships in numerous environmental science and engineering disciplines through a competitive solicitation process and independent peer review. The program engages the nation’s best scientists and engineers in targeted research that complements EPA’s own outstanding intramural research program and those of our partners in other federal agencies. In addition, through this same competitive process, NCER periodically establishes large research centers in specific areas of national concern. At present, these centers focus on children’s health, hazardous substances, particulate matter, and estuarine and coastal monitoring.

STAR research is funded through Requests for Applications (RFAs) that are derived from the ORD Strategic Plan and from research plans for specific topics developed by ORD. RFAs are prepared in cooperation with other parts of the Agency and concentrate on areas of special significance to the EPA mission. At present, STAR is focusing on the health effects of particulate matter, drinking water, water quality, global change, ecosystem assessment and restoration, human health risk assessment, endocrine disrupting chemicals, pollution prevention and new technologies, children’s health, and socio-economic research.
